There are in fact several upgrades. If you are still sporting that cape, you haven't done much in the way of Outlands quests. In Hellfire Peninsula I can recall two capes. One is a boss drop, and another is an instance questreward if I recall correctly. And then it is a steady run up to 70, where you have a few options available to you. Just keep an eye on the AH, and once you are into heavily farming Heroic badges, there is another vendor option in Shattrah.

I got to the back slot, and since I'm still sporting my lvl 40 Cape o' the Monkey (at lvl 63) I thought there would be a plethora of options to choose from.
